Grammar tool manual and best practices

Moved from March with motivation that we want to benefit from the experience of BeInformed for the Best Practices. Also to take into account the fact that MOLTO-EEU start has been delayed.

AR wrote to project officer and is waiting for official approval.

This deliverable was initially scheduled for M24 (March 2012) but was postponed to M27 (June 2012) to account for the initial experiences with the new partners' scenarios.
